It is not incest though. Incest requires them to be closer than 3 generations removed genetically(depending on state/country). 1st generation is the parents and their children. 2nd Generation is grandparents, and their descendants (minus parents). 3rd Generation is great grandparents and their descendants, (minus parents/grandparents). This also goes the other way too. Such as children, grand children, and great grand children. I may be off a little on the actual positions, but this should give you an idea. Regardless, step siblings and step parents would not actually be considered incest.
