Well, it's not hard. Japon and Tokuni Country are at war, Tokuni Country commits atrocities on Japonese citizens because that's what happens during wars, and when Tokuni Country wins they start castrating kids in an effort, I suppose, to genocide Japon.

This is the complete Tokuni Country saga, arranged in chronological order : I Hate this Country, I Wanna Join the Facility, and I Hate this World. The Country of Tokuni, led by the eponymous Emperor Tokuni, borders the country of Japon and is known to commit atrocities against Japonese citizens, as well as its own. Eventually, they invade and conquer it. Among all this violence, a girl named Ayuki seems to thrive, appearing in all three issues. Also, there's some boy who's a carbon copy of Ikki Tenryou from Medabots, but somehow, it's not him, go figure.
