There wouldn't be people whining about things as they do, and having a seperate site for a single purpose will surely heavily improve the experience of the desired consumers. HOWEVER, if you look this from the admin's perspective, it just wouldn't be worth it. They would have to invest much more time and money for the whole matter, and would even drop their overall profit (as @Flanky said it, loss of ad trafficing) for what reasons? People being too lazy to blacklist tags? If there's one thing I know for sure, I'm satisfied with how things are arranged (if you exclude all the meaningless bitching, but hey, it's still a freedom of speach).
