This is not NTR. Basically this is a forced matchmaking (I don't know what it's called in English) but with a twist. The father is pretty smart, perhaps he knows that his son will never want to marry a woman no matter how much he forced him. So instead he's playing the long way round by marrying a woman, and then have that woman to seduce his son. Still, I'm pretty sure the same thing will happen if the father introduced the woman as friend or something, have her to sleep over, and then have her seduced the son just like what happened in the story.
