Addressing last page's question: It's called a moiré pattern, in this case appearing when rescaling the image. A recent blog post "Moiré no more" (just google it, I cba to find/read the rules to find out if linking is ok) describes two techniques to smoothe out the halftone dots you get back when scanning an image, subsequently also preventing the moiré pattern from appearing. TL;DR blur and sharpen (works but is trash), or use another software to compute a Fourier transform then mask out the white spots and lastly apply the inverse Fourier transform.
