I don't know how high the average amount is for other characters, but this could make Shimakaze the character on Nhentai with the highest percentage of rule63'd works for a female character.

I once got across a comment on a Shimakaze work that asked how much of hentai on Nhentai focussed on Shimakaze is focussed on her actually being a him. So, I did the math. The math may or may not be too accurate from the actual percentage, as I didn't exclude reissues and translations. In total, there are 855 works which include the character Shimakaze. Of those 855, 257 also include the tag "crossdressing", while 237 include the tag "tomgirl". I took those two and made them the average of 247 Shimakaze works that include a feminine looking male, which is Shimakaze in most cases. I say most, as there may be some Shimakaze works that include "crossdressing" and/or "tomgirl", but have Shimakaze nót be a crossdresser and/or tomgirl in the work. But checking all that may be for another time, so this is mostly a speculation that all works with "Shimakaze", "crossdressing" and/or "tomgirl" include a non-female Shimakaze. So, 247 out of all 855 Shimakaze-focussed works is approximately 28.8%
