The reason why they don't ban him is because he originally did tons of uploads and is currently "not breaking the rules".
I at first was enraged too but now I feel sad for him after finding out that he's doing this because he kept getting told by Chinese that his scans were shit (he's Taiwanese) so he stood at their level and now does this while showing he has the proper scans and will release the proper scans for bounty.
I still believe he should be removed from posting if he keeps this shit though.
