It’s a pretty common practice, for example in a doujin with a light skinned MC, sometimes the artist will darken the skin tone of the MC for the sake of a better contrast between the guy and the girl, so the girl stands out more. If an artist wanted to make a black character you’d know. They’d either talk like a stereotypical black person, look exactly like a black person, or just outright say they’re black.
