Lartoria is the Artoria who picked up Rho and fully realized her ideals, before being fully possessed into Goddess Rho (and THAT is who you mean as evil). Lalter, unlike the cruel Salter, is merely the version of Lartoria who fully rejected the divine apotheosis and chose to remain human -- rather than realizing Artoria's beyond-human ideal King, she is a darker, realist, human King. Not a King serving her compatriots, but a King protecting her servants. Ironically, Goddess Rho is also technically good-aligned. We view her as evil because her fully divine conversion with Rho warped her values beyond our human ones. She does not value individual human lives, but merely abstract "humanity". She will merely seek human survival, even if under inhumane conditions, whereas the OG Artoria wanted humans to lead meaningful lives, forming families, realizing goals, etc...
