Even if both secretly wants it, the choice of trying to advance to the next stage is either they become lovers, or the relationship became awkward after, because they now know the person they like is not in the same page, and for the other side it became very uncomfortable because they realized that person wanted more of something they don't intend to. That's the typical reason in romcom why they can't take the step, the cost for failure is too big. And even if they succeed, then there's a pressure from the label (as "boyfriend"/"girlfriend") to change how they interact with each other. So in the end they choose to stay at the current distance.
