If u are using a tlauncher To install a mod i think u gotta find the mod folder first in %appdata%(write this in windows keys+R)--- .Minecraft---- mods there u can put the downloaded mods then go back to tlauncher and pick the forge version

@Zandershmenteoi Download t-launcehr and then select 1.16.5 forge optifine. Download that and then you cand download mods for mc1.16.5 and put them in the (mods) folder wich is inside the tlauncher folder
