You cannot. Someone can engage in "cringe-worthy" or "cringey" behaviour, subjectively; they cannot "be" a verb like "cringe". Even those with a rudimentary understanding of language can grasp the function of parts of speech. Descriptivism only works whenever what you're describing actually serves something resembling a cohesive aim, and typing like a stupid child addicted to internet memes is not a cohesive aim.

It's both. You can describe someone as being cringe (adjective) or you can physically cringe (verb). It's the same with words like better, clean. There's a huge list of words that fall into this category.
