I can tell why they think this is honryo hanaru, but I can almost certainly tell you that this isn't her. Honryo is still active (in fanbox and Instagram, sometimes even in Twitter), so there's no point in creating a "new persona". Plus this artist (wanoumi) is also active in Twitter and fanbox. It's not efficient for artists to control two accounts at the same time (while actively uploading new contents to both). If anything, wanoumi was previously a sfw doujin artist mainly featuring Bocchi the rock, under the name "wano". My theory is that, female artists just love the "size difference" theme, and it just happens that these two got the same taste and art style
