If you found the first volume confusing, just wait until you see the rest... Matsumoto originally wanted to draw a story about two lesbian assassins but it mutated into something else entirely. It may also help to know that the stories at the end of some of the volumes (like chapters 11 & 12 in this one) are just bonus content one-shots with no connection to the main story.

The puppeteer arc was a little eye rolling. "They're not slaves!" Oh, so you're saying someone kidnapped without consent, forced to become a prostitute, then you cut off their limbs in punishment 'isn't' a slave?
