@Kiue wrote a very interest analysis of the story, but I find I disagree with a notion. The plot of this doujin is that these people come in and clean up and restore the "canon" of each girl's life after becoming the victim of "cheat hypnosis", which implies that each mind-control doujin ends with the Cheat Item Administration Bureau coming in and resetting things. This would put them at a TVA-level operation, existing outside of the doujins, and yet.. finds itself within a doujin. The masks preventing brainwashing and hypnosis? Senpai's failed, because part of the doujin's plot demanded that her mask fail. A very meta plot, where the anti-doujin department become the subject of a doujin.
