Hmmm... look at page4 here, first story pages (7to25) aren't here cuz isn't from the same "story". This tankoubon is only about the story with the "!" symbol, part !1 (25to41), part !2 (41to57), !3 (57to75), !4 (75to93) and !5 (185to203). But here they aren't in the same order as in the original (9137). So I don't really think it's incomplete, it is just that here we see translated only one story from multiple ones but also the one we are seeing is complete. Or who knows, those are just ramblings of a mad man with deficit of tsundere imoutos.
