@nenetsuki, there is absolutely a reason, see if they were of legal age, then this would just be a normal ass doujin, sure the art is great but there are already a ton of those, the artist themself makes them, by choosing loli, the story changes entirely, rather than it just being a normal vanilla doujin, it turns into an abnormal vanilla doujin, the abnormality being that it caters to a more specific group called lolicons. Would the story be better if they were lets say not underaged? I can't answer that, since it may be better for you, but for others it wont, as such the only real answer would be that, it makes it unique, and that uniqueness is what sets it apart from others. or the artist just wanted to draw loli, I mean why not, its not in your right to dictate their mood in what they want to draw.
