Here I was thinking Hein merely felt guilt over what he did as a child, so he makes the child prostitute kill him by intentionally scaring her.

The guy (Hein) had his first time as shown in the flashback (he is the boy). The guy they were interrogating caved before he killed the girl, so he was left with a fixation to fuck a girl while she dies. In the present day he brings another girl to the salenko guy, during sex the girl kills the guy and they take something. Then they are probably supposed to bring that something, capable of incredible stuff, to someone and that could make the world a better place. But he instead asks the girl to run away together, but it is just a plan to try and kill the girl while fucking her, to satisfy his obsession. He probably plans to kill himself after that. The girl instead kills him and i suppose she runs away, so the amazing thingy is lost forever because of this guy's weird fetish.

@sjonn76 I have a sinking feeling that the author is some history buff making some sort of fanfiction, and that only he could understand it's true meaning. Or perhaps there are other stories to the series

Translator here. I've personally pondered about the story for three days already since I decided to translate it, but I still couldn't come to a clear answer. Feel free to share your interpretation if you got an idea!
